• Repeals Section 3-5 of the Election Code, which prohibited incarcerated persons from voting while serving sentences in penal institutions.

• Removes references in Sections 24-1.1, 24A-3, and 24B-3 of the Election Code that excluded incarcerated persons from population counts when determining voting machine requirements for counties and municipalities.

• Amends Section 5-5-5 of the Unified Code of Corrections to eliminate the provision that persons sentenced to imprisonment lose voting rights until released.

• Effective January 1, 2024.
