Amends the Illinois Marriage and Dissolution of Marriage Act to establish a legal presumption that fit parents act in the best interests of their children when allocating parenting time

Removes language stating that courts are not required to allocate decision-making responsibilities to each parent, potentially encouraging shared decision-making between parents

Eliminates the requirement for courts to consider the amount of time each parent spent performing caretaking functions in the 24 months before filing (or since birth for children under 2) when determining parenting time allocation

Retains the "best interests of the child" standard for allocating both decision-making responsibilities and parenting time, while maintaining restrictions only when parenting time would seriously endanger the child's health
