Amends the Illinois Vehicle Code to authorize the Illinois Department of Public Health to issue autism awareness special license plate decals designed with input from autism advocacy organizations.

Original issuance fee of $25 splits as $10 to the Autism Awareness Fund and $15 to the Secretary of State Special License Plate Fund; renewal fee of $25 splits as $23 to the Autism Awareness Fund and $2 to the Secretary of State Special License Plate Fund.

Creates the Autism Awareness Fund as a special fund in the State treasury for grants supporting autism awareness initiatives.

Adds autism awareness decals as a new authorized Universal special license plate category, bringing the total to 17 authorized organizations and causes.
