Amends the Consumer Fraud and Deceptive Business Practices Act to regulate the sale and marketing of firearms, firearm accessories, ammunition, and related products in Illinois

Makes it unlawful for firearm industry members to knowingly create or contribute to conditions endangering public safety, including failing to establish reasonable controls to prevent sales to straw purchasers, prohibited persons, or those at substantial risk of harming themselves or others

Prohibits advertising or marketing firearms in ways that encourage unlawful paramilitary or private militia activity, or that encourage non-military individuals to use firearms for military-related purposes

Bans marketing firearms to minors under 18, including through use of cartoon characters, children's merchandise, child-appealing designs/colors, or placement in publications predominantly targeting minors (exempts communications about lawful hunting, fishing, or target shooting)

Defines key terms including "firearm industry member" (manufacturers, distributors, retailers), "straw purchaser," and "unlawful paramilitary or private militia" under Illinois law
