Suspends the teacher performance assessment requirement for candidates completing Illinois teacher preparation programs from the effective date through August 31, 2025, with the requirement resuming on September 1, 2025

Creates the Teacher Performance Assessment Task Force to evaluate potential teacher performance assessment systems, with the goal of developing a performance-based licensure system with consistency across programs and objectivity

Task Force membership includes 4 legislators, representatives from statewide teachers' organizations, school principals, regional superintendents, school business officials, various school district types (Chicago, rural, suburban, collar counties), public and private universities, Board of Higher Education, and early childhood advocacy organizations

Task Force must submit recommendations on a teacher performance assessment system to the State Board of Education by August 1, 2024, after which it dissolves

Amends the Alternative Educator Licensure Program to specify that candidates must pass the teacher performance assessment only "if required under Section 21B-30," aligning the program with the temporary suspension
