Amends the Illinois School Code to change how trustees of schools are selected in Class II county school units, shifting from elected to appointed trustees effective after April 4, 2023.

Allows school districts in Class II county school units to withdraw from township treasurer and trustee jurisdiction by school board resolution (requiring two-thirds approval), provided the school board appoints its own school treasurer by July 1, 2025.

Establishes a new appointment process for Township 38 North, Range 12 East where school boards collectively appoint three additional trustees to serve alongside four elected trustees.

Repeals Sections 5-2.1, 5-3, 5-4, 5-12, and 5-13 concerning trustee elections, voter eligibility, nomination procedures, and term limits as they become inoperative or obsolete under the new appointment system.

Modifies township treasurer requirements in Section 8-1, removing the residency requirement and allowing appointed school treasurers to include township treasurers operating under contractual or intergovernmental agreements.
