• Amends the Freedom of Information Act to add new exemption (nnn) for information exempt from disclosure under Section 40 of the Student-Athlete Endorsement Rights Act.

• Modifies the Student-Athlete Endorsement Rights Act to expand the definition of "student-athlete" to include individuals eligible to engage in or who may be eligible in the future to engage in intercollegiate athletics, removing the requirement that they currently be enrolled.

• Eliminates restrictions on student-athlete compensation by removing prohibitions on boosters and third-party licensees providing compensation or publicity rights agreements, replacing "shall not" with "may" language.

• Creates new Section 40 establishing that information about student-athlete publicity rights agreements held by postsecondary institutions is exempt from disclosure under the Freedom of Information Act.

• Adds new Section 45 allowing postsecondary institutions to provide intangible benefits to entities supporting the creation and facilitation of student-athlete publicity rights agreements.
