Removes requirements for school districts to publish annual "Statement of Affairs" in newspapers and post on the State Board of Education website, eliminating the December 1 deadline for public disclosure.

Replaces detailed public reporting requirements (employee names by salary category, vendor payments over $2,500, district financial details) with a requirement for districts to post their annual financial report, non-certified staff compensation report, and vendor payments report on their own district website by December 31.

Eliminates the State Board of Education's authority to discontinue processing state payments to non-compliant school districts after December 15.

Modifies Section 10-20.44 to remove the requirement that contract reports be submitted "in conjunction with" the Statement of Affairs submission, allowing independent timing for the annual contracts report to the State Board of Education.

Retains requirements for school districts to post contracts over $25,000 and union contracts on their district website and submit annual contract reports including minority-owned and women-owned business statistics.
