Notaries public and electronic notaries are exempted from journal-keeping requirements when performing notarial acts on candidate documents including nominating petitions, petitions of candidacy, petitions for nomination, and nomination papers

Creates the Task Force to Review Eligibility to Hold Public Office, comprising 19 members including legislators, legal professionals, formerly incarcerated individuals, and public members, with appointments due within 30 days of the effective date

The Task Force must meet at least 4 times, review criminal conduct that precludes holding public office, and submit findings and recommendations to the General Assembly and Governor by May 1, 2025; the Task Force is repealed January 1, 2026

Public officials convicted of a felony, bribery, perjury, or other infamous crime for offenses committed while serving in office are permanently barred from holding any state constitutional or local public office unless pardoned, rights restored by the Governor, or conviction reversed

Establishes June 5, 2023 as the effective date for Public Act 102-160 regarding notary public rules implementation by the Secretary of State
