Creates the Task Force on Firearm Insurance within the Department of Insurance to review policy options for insuring firearm ownership in Illinois, with 15 members including legislators, insurance industry representatives, firearm experts, and state agency directors, required to submit findings by December 31, 2023

Expands the Firearm Owner's Identification Card (FOID) requirement to include "prepackaged explosive components" (products containing unmixed chemicals that become explosives when combined), requiring FOID holders to possess such components and creating a Class 4 felony for unlawful sale

Strengthens firearm seizure provisions in orders of protection by requiring courts to issue seizure orders immediately upon entry of protection orders, mandating surrender of firearms to law enforcement rather than transfer to third parties, and requiring law enforcement to file statements of receipt within 48 hours

Adds "intimate partner" to the list of persons who may petition for a firearms restraining order, expanding beyond family members and law enforcement officers

Makes the First Time Weapon Offense Program permanent (removes January 1, 2024 repeal date), removes the age 21 limit, shortens minimum program duration from 18 to 6 months, and makes several program conditions optional rather than mandatory
