Amends the Reimagining Hotel Florence Act to authorize the Department of Natural Resources to enter into public-private agreements for development, financing, construction, management, and operation of the Hotel Florence and Pullman Factory located in Chicago's Pullman Historic Site.

Establishes a competitive solicitation process for selecting contractors, requiring evaluation criteria including preservation and rehabilitation plans compliant with the Illinois State Agency Historic Preservation Act, business practices, past performance on historic properties, and minority/women business enterprise participation.

Sets public-private agreement term limits between 25 to 75 years, with extensions requiring General Assembly authorization; allocates $21,000,000 in capital infrastructure funds for restoration and improvements at the Pullman State Historic Site.

Requires public-private agreements to include provisions for Department oversight authority, contractor information access, project labor agreements, Section 30-22 Illinois Procurement Code compliance, and adherence to Secretary of Interior Standards for historic preservation based on original construction periods (1880-1897 for Hotel Florence, 1914-1930 for Annex).

Permits the Department to enter into agreements with governmental and outside entities to assist in drafting solicitations, evaluating proposals, and developing prequalification criteria for offerors.
