Designates the Department of Human Services (or any State agency assuming these responsibilities) to coordinate all statewide day care activities and develop an annually updated comprehensive day-care plan for submission to the Governor.

Requires annual reports to the Governor and General Assembly by April 15 that include evaluation of developments, cost-benefit analyses, and biennial assessments of child care services, caregiver qualifications, and wages compared to related fields.

Mandates survey of day care facilities every 4 years to determine qualified caregivers in vacant or current positions, incorporating feedback from educators and child care providers regarding workforce recruitment and retention strategies.

Establishes Department responsibility to develop resource and referral systems providing data on child care supply, parent information and referrals, technical assistance to providers, and analysis of child care demand.

Directs Department to prioritize development of day care resources serving public assistance recipients, families in crisis, economically depressed areas, and non-traditional hours (evenings, weekends, swing shifts).
