Increases the annual transfer limit to the State Treasurer's Capital Fund from $250,000 to $500,000 or the amount appropriated by the General Assembly, whichever is greater

Authorizes the State Treasurer or Department of Natural Resources to acquire additional real property interests and make improvements and repairs to properties acquired in Springfield for the Treasurer's operations

Updates the Grant Accountability and Transparency Act terminology to align with current federal standards, replacing "CFDA" with "Assistance listings," "DUNS number" with "Unique Entity Identifier," and updating Code of Federal Regulations citations

Limits performance reporting frequency for grant recipients to no more than quarterly, unless more frequent reporting is indicated by a corrective action plan or risk assessment

Requires separate accounts for State grant funds only when advance payments are made to nonprofit organizations, clarifying the requirement does not apply to reimbursement-based payments
