Creates the Veteran Service Organizations State Charter Act, establishing a formal process for veteran service organizations to obtain state charter status through the Attorney General's office

Organizations must possess IRS tax-exempt status under Section 501(c)(3) or 501(c)(19), maintain good standing with the Secretary of State as a registered not-for-profit, and comply with the Charitable Trust Act

State charter status is valid for 3 years, with organizations required to reapply at least 120 days before expiration; the Attorney General may revoke status if requirements are no longer met

Falsely claiming state charter status constitutes a violation of the Military Veterans Assistance Act, with civil penalties up to $5,000 per violation
