Requires the Illinois Department of Public Health to establish women's health clinics throughout the state to provide affordable health care for women

Mandates clinics offer annual women's health examinations including Pap tests and breast exams, pregnancy confirmation, prenatal care with ultrasounds, and labor and delivery services by obstetricians

Requires postpartum care and support, family planning examinations, birth control services, and STD/STI examinations, care, and prescriptions

Provides access to doulas and childbirth consultants with fees set on a sliding scale based on patient income

Requires free childbirth education and breastfeeding and parenting support to be offered on-site at the clinics
