Requires the Department of Children and Family Services (DCFS) to maintain detailed records for every youth in care prescribed psychotropic medication, including medication lists, consent dates, youth assent dates, prescriber information, diagnoses, and weight

Mandates DCFS to analyze prescribing patterns by population and authorizes contracting with a pediatric psychiatrist for consulting services on this analysis

Requires DCFS, in cooperation with the Department of Healthcare and Family Services, to annually provide comprehensive medical guidelines on psychotropic medication prescribing to all licensed physicians who prescribe such medications to youth in DCFS care

Expands annual reporting requirements to include total consent requests received and denied, number of physicians prescribing with and without guardian consent, emergency medication data, and pharmacy claims data categorized by age group, gender, and medication type, with reports to be posted on the DCFS website beginning December 31, 2024

Adds disciplinary grounds under the Medical Practice Act for repeated acts of clearly excessive prescribing, furnishing, or administering psychotropic medications to minors without a good faith prior examination and medical reason, with fines up to $10,000 per violation
