IL HB1017

Creates a traffic ticket fine waiver program for defendants who are in default, unable to pay fines/fees/costs, or have a suspended driver's license due to minor traffic offenses (petty or business offenses under the Vehicle Code or local ordinances)

Allows participants to convert amounts owed to community service at a rate of $10 per hour of service, or receive a partial waiver of 50% for any applicant or 80% for low-income defendants (those at 125% or below federal poverty level or receiving benefits like SNAP, SSI, or TANF)

Requires immediate reinstatement of suspended or revoked driver's licenses once a defendant enters the waiver program

Applies retroactively to minor traffic offenses committed within 2 years before the effective date of the legislation

Requires the Secretary of State to post program information on its website and court clerks to provide applications upon request
