Amends the Real Estate Appraiser Licensing Act of 2002 to prohibit appraisers from discriminating when preparing residential or commercial property appraisals

Defines discrimination as considering the actual or perceived race, color, religion, sex, national origin, ancestry, age, marital status, disability, sexual orientation, pregnancy, military status, familial status, source of income, or arrest record of property owners or area residents when determining market value

Allows aggrieved parties to file civil lawsuits alleging discrimination within 2 years of the violation, with remedies following Illinois Human Rights Act procedures

Authorizes the Attorney General to initiate civil actions when there is reasonable cause to believe an appraiser is engaged in a pattern and practice of discrimination, including power to issue subpoenas and conduct investigations

Adds discrimination under the new Section 10-25 as grounds for disciplinary action, which can include license suspension or revocation and administrative fines up to $25,000 per violation
