IL HB1022

Prohibits the Illinois Law Enforcement Training Standards Board, police training schools, law enforcement agencies, and local governments from initiating, administering, or conducting "warrior-style training" for peace officers

Defines "warrior-style training" as training that dehumanizes people or encourages aggressive conduct in a manner that de-emphasizes the value of human life or constitutional rights, increasing an officer's likelihood to use deadly force

Bars the Board from reimbursing law enforcement agencies for any training programs that include warrior-style training

Removes indemnification and liability protection for peace officers whose liability arises from the use of tactics derived from warrior-style training, overriding existing state indemnification laws

Preempts home rule authority, requiring all local governmental units to comply with these restrictions
