IL HB1030

Prohibits hospitals and their agents from aggressively pursuing debt collection against patients with annual household income of $51,000 or less through wage garnishment, tax return seizure, or foreclosure actions.

Requires hospitals to charge as much as possible of patient bills to insurers, public assistance programs, Medicaid, or Medicare rather than to patients whenever possible and after reviewing eligibility.

Makes hospitals responsible for seeking reimbursement from insurers, public assistance programs, Medicaid, and Medicare rather than requiring patients to pursue such reimbursement.

Maintains existing prohibition on hospitals pursuing legal action against uninsured patients with insufficient income or assets who have complied with financial obligation procedures.
