HB1031 Summary: Medicaid - Maternal Mental Health

• Requires Illinois medical assistance program to cover prenatal and postnatal support services for eligible pregnant women during pregnancy and for 5 years after delivery to address maternal mental health conditions and reduce maternal mortality and morbidity.

• Covered services include doulas, lactation counselors, labor assistants, childbirth educators, mental health centers, behavioral clinics, social workers, public health nurses, and evidence-based mental health and social care services designed to screen and manage maternal mental disorders.

• Establishes doula certification requirements including nationally recognized training, cultural competency course, HIPAA compliance training, CPR certification, and background checks; doulas must be approved by the Department.

• Department of Healthcare and Family Services must consult with Department of Human Services and Department of Public Health to establish the program and shall apply for required federal waivers or State Plan amendments to implement coverage.

• Department shall adopt rules upon federal approval regarding certification or licensing requirements for prenatal and postnatal support service providers and establish reimbursement rates under the medical assistance program.
