HB1039 - Marshall Plan for Moms Interagency Task Force Act

• Establishes the Marshall Plan for Moms Interagency Task Force with members including the Director of Labor (chair), Secretary of Human Services, Director of Public Health, Director of Human Rights, and representatives from the Illinois AFL-CIO, Illinois Manufacturers' Association, and General Assembly leadership.

• Task Force must examine and issue recommendations on recurring financial assistance to mothers and caregivers, family leave program utilization and impacts, childcare access and availability, unemployment access for caregivers, COVID-19 pandemic policy impacts, mental health support access, and services for immigrant families.

• Requires Task Force to hold 5 public hearings statewide within one year to solicit input from stakeholders and accept written public comments, with option to use remote access.

• Task Force must report findings and recommendations to the Governor and General Assembly within 2 years and publicize them on a Department of Labor website.

• Act repeals 3 years after the effective date; takes effect immediately upon becoming law.
