Establishes reproductive health clinics throughout Illinois offering comprehensive services including prenatal care, labor and delivery, abortion care, family planning, and postpartum support at affordable prices, with no refusal based on immigration status, residency, insurance status, or protected characteristics.

Designates licensed certified professional midwives as "health care professionals" and allows them to provide out-of-hospital care for patients with previous cesarean sections if authorized by the Department, while removing prohibitions on abortion provision and restrictions related to substance use disorders.

Removes the requirement that newborns with controlled substances in their blood, urine, or meconium be reported as neglected children, eliminating a provision that could criminalize substance-exposed infants.

Grants women the right to medical testing during pregnancy and postpartum without disclosure of results to law enforcement or child welfare agencies unless written consent or a search warrant is provided, with violations punishable as Class A misdemeanor or Class 4 felony.

Reduces the gestation period threshold for stillbirth certificate issuance from 26 to 20 completed weeks and expands the definition of "birth center" to include reproductive health care services beyond childbirth-related needs.
