Repeals Section 24-1.7 of the Criminal Code of 2012 (armed habitual criminal statute) and Section 5-4.5-95 of the Unified Code of Corrections (general recidivism and habitual criminal provisions).

Persons convicted under the repealed armed habitual criminal statute before its repeal are ineligible for parole or mandatory supervised release consideration if any conviction was for first degree murder, second degree murder, or any sex offense under Article 11 of the Criminal Code of 2012.

Makes conforming amendments to the Intergovernmental Drug Laws Enforcement Act, Illinois Vehicle Code, and Code of Criminal Procedure to remove references to the repealed habitual criminal statutes.

Modifies sentence credit provisions in the Unified Code of Corrections to exclude persons convicted under the repealed armed habitual criminal statute from certain sentence credit eligibility, with limited exceptions for those convicted before repeal.
