Restricts the sale or transfer of firearm ammunition in Illinois to only certified licensees under the Firearm Dealer License Certification Act or their employees acting in the course of business

Makes it a Class 4 felony to sell or give firearm ammunition if the seller is not a certified firearm dealer or an employee of a certified dealer

Amends the Firearm Owners Identification Card Act to prohibit any person other than certified dealers or their employees from knowingly transferring firearm ammunition in the state

Removes existing provisions that allowed Illinois residents to purchase ammunition by mail or through private express carriers with a valid FOID card

Requires that ammunition for rifles or shotguns must be purchased only from a federally licensed firearm dealer, including for residents of bordering states and non-residents participating in sanctioned shooting events
