Expands eligibility requirements for county superintendent of public works beyond registered professional engineer to include individuals with an engineering degree from an accredited institution or at least 10 years of professional, management-level experience in a municipal or county public works department

Requires at least one employee in the county public works department to be a professional engineer licensed under the Professional Engineering Practice Act of 1989

Applies the same expanded superintendent qualifications to departments managed by either a county board-employed superintendent or a board of public works

Amends Section 5-15003 of the Counties Code (55 ILCS 5/5-15003)
