Amends the Counties Code to require a three-fourths vote of the full county board (rather than three-fourths of members present) to authorize leases of county-owned real estate for terms up to 99 years

Creates a new provision allowing county boards to lease county-owned farmland for terms up to 5 years with a three-fourths vote of the full board

Permits farmland leases to public or private entities through cash leases, crop-sharing arrangements, or custom farming arrangements

Requires farmland lease bids to be publicly advertised with sealed bids opened at county board meetings for public review

Prohibits counties from acquiring farmland solely for the purpose of entering into lease arrangements or other speculative purposes
