IL HB1084

Prohibits placing minors in State or county juvenile detention facilities in isolation for discipline, punishment, retaliation, or any reason except as a temporary response to behavior posing serious and immediate risk of physical harm

Requires staff to attempt less restrictive options before placing a minor in isolation, unless those options would threaten the safety or security of minors or staff

Limits isolation duration to a maximum of 3 hours for minors posing risk of harm to others, and 30 minutes for minors posing risk only to themselves

Defines "isolation" as a state where a minor cannot engage in social interactions, religious and recreational activities with other detained minors, or contact with parents, guardians, family, friends, and external support systems

Amends the Juvenile Court Act of 1987 to require county jails holding minors for extended periods to comply with the new isolation standards established in the Unified Code of Corrections
