Amends the Juvenile Court Act of 1987 to prohibit classifying a minor as abused, neglected, or dependent solely because a parent or caregiver repeatedly used a controlled substance

Controlled substances covered include those defined under the Illinois Controlled Substances Act, as well as metabolites of controlled substances

Maintains existing protections for newborn infants who test positive for controlled substances at birth, which remains grounds for neglect findings

Preserves all other existing definitions of neglect and abuse, including failure to provide proper support, education, medical care, food, clothing, shelter, or supervision
