HB1089 - Peace Officer Accountability Act

• Peace officers must either live in their jurisdiction or complete 200 hours of volunteer work/training before carrying a firearm.

• All peace officers must obtain personal liability insurance to indemnify their employer for negligence committed during their duties.

• Peace officers must sign an affidavit before employment pledging to immediately report all unethical and unlawful conduct by other officers to internal affairs; promotion documents are subject to Freedom of Information Act disclosure.

• Collective bargaining agreements cannot permit peace officer conduct violating the U.S. or Illinois Constitution; any such agreements are void.

• Police academies must provide 20 hours of race relations training and instruction on avoiding deadly force except when necessary to protect officer life, plus annual 20-hour race relations and constitutional use-of-force training for all officers.
