Creates the Children's Mental Health Local Collaborative Transformation Fund Act to establish local collaboratives that integrate mental health services for children with emotional disturbances across multiple systems including mental health, social services, education, corrections, and health services

Requires collaboratives to include at minimum one county, one school district or special education cooperative, one mental health entity, and one juvenile justice or corrections entity, with optional participation from parents, community organizations, healthcare providers, and businesses

Establishes local collaborative transformation funds that pool private, local, state, and federal resources to provide coordinated services, with enhanced federal revenue required to be used solely for mental health services or expanding the target population served

Targets children under 18 (optionally up to age 21) with emotional disturbances or at risk of such disturbances who require multiagency service coordination, individualized rehabilitation services, and wraparound supports

Effective date of January 1, 2024
