Changes Section 11-208 of the Illinois Vehicle Code to require (instead of permit) the City of Chicago to enact an ordinance establishing a noise monitoring system on Jean-Baptiste Pointe DuSable Lake Shore Drive.

Mandates installation of the noise monitoring system within 6 months after the bill's effective date, with the system capable of recording noise levels 24 hours daily and 365 days annually with computer data processing equipment.

Requires Chicago to prepare a noise monitoring report using collected data within 12 months of the effective date, and subsequently as the city deems necessary, with reports made available to the public upon request.

Establishes this requirement as a limitation on home rule powers, preventing other municipalities from conducting noise monitoring inconsistent with this subsection.
