Defines "digitized driver's license" as a data file downloaded through a mobile application from the Secretary of State that contains all data elements visible on a physical driver's license and displays the license's current status.

Allows a person to legally drive with a digitized driver's license and prohibits law enforcement from issuing a citation for driving without a physical license if the person presents a valid digitized license during a traffic stop or checkpoint.

Prohibits displaying a digitized driver's license from serving as consent for law enforcement to search, view, or access other data or applications on the mobile device, and requires law enforcement to promptly return the device after verifying identity and license status.

Requires the Secretary of State to adopt rules to implement the digitized driver's license program, with no digitized licenses valid until such rules are adopted.

Limits the fee to install the digitized driver's license application to a maximum of $6.
