Amends the Illinois Marriage and Dissolution of Marriage Act to expand the list of officials authorized to solemnize marriages

Adds State executive branch constitutional officers (Governor, Lieutenant Governor, Attorney General, Secretary of State, Comptroller, Treasurer) to those who may perform marriage ceremonies while in office

Adds members of the General Assembly to those authorized to solemnize marriages while in office

Existing officials who may solemnize marriages include judges, retired judges, county clerks in counties with 2,000,000+ inhabitants, mayors, and village/town presidents

Religious denominations, Indian Nations, Tribes, and Native Groups retain the right to refuse to solemnize any marriage without penalty
