Adds "union neutrality clause" definition to charter school law, requiring charter schools to remain neutral on employee unionization, not threaten or retaliate against employees based on union support, and provide labor organizations access to meet with employees.

Requires union recognition to be determined through majority card check verified by a neutral third-party arbitrator selected through the Federal Mediation and Conciliation Service.

Mandates that any renewal of a certified charter contract after the effective date must include a union neutrality clause.

Requires all new charter school proposals to include a union neutrality clause as part of the charter submission requirements.
