Amends the Overdose Prevention and Harm Reduction Act to authorize trained overdose responders from organizations enrolled in the Drug Overdose Prevention Program to dispense drug adulterant testing supplies, in addition to pharmacists, physicians, advanced practice registered nurses, and physician assistants.

Allows drug adulterant testing supplies to be stored at premises of organizations enrolled in the Drug Overdose Prevention Program administered by the Department of Human Services, Division of Substance Use Prevention and Recovery.

Restricts access to stored drug adulterant testing supplies to authorized healthcare professionals and designees, as well as trained overdose responders working for enrolled organizations.

Limits dispensing of drug adulterant testing supplies to no more than 5 assays per transaction.
