Requires laser safety officers to be physically present at all temporary laser displays during setup, rehearsal, and performance, with officers required to meet training and experience requirements established by the Illinois Emergency Management Agency

Creates new registration and notification requirements for temporary laser display operators, who must register with the Agency and provide at least 10 working days' notice before each display, including the name of the assigned laser safety officer

Mandates that temporary laser display operators maintain general liability insurance of at least $1,000,000 covering each display and laser safety officer

Requires laser safety officers to report any noncompliance with the Act to the Agency and obligates laser installation operators, temporary display operators, and safety officers to promptly report any injuries from laser systems

Establishes that temporary laser display operators must indemnify and hold harmless laser safety officers from damages resulting from the operator's failure to comply with the Act, including bodily injury, death, and property damage
