Allows community college board secretaries to be non-board members with compensation fixed by the board prior to election, and adds gender-neutral language to board officer provisions.

Prohibits community college boards from modifying or entering into employment contracts with presidents, chancellors, or chief executive officers for 45 days before odd-numbered year elections until the new board's first organizational meeting, except in reasonable emergencies (emergency contracts terminate after 60 days unless reaffirmed by new board).

Permits community college districts to abolish or abate working cash funds and transfer balances to operating funds, and allows districts that abolished funds to increase or recreate them without voter approval.

Creates new Section 3-33.6a establishing requirements for abating working cash funds, including maintaining a minimum balance equal to 0.05% of the district's taxable property value as assessed by the Department of Revenue.

Allows transfer of monies from working cash funds to any district funds most in need, with provisions for repayment of outstanding loans to other funds.
