Allows active duty members of the U.S. Armed Forces stationed and living in Illinois to apply for non-resident concealed carry licenses regardless of whether their home state's firearm laws are substantially similar to Illinois law.

Illinois State Police must begin accepting these military non-resident applications within 120 days of the bill's effective date.

Military applicants must submit a valid military ID or Official Proof of Service Letter, permanent change-of-station orders to an Illinois assignment, and meet all other concealed carry license qualifications.

License fees for military non-residents are set at $150 ($120 to State Police Firearm Services Fund, $20 to Mental Health Reporting Fund, $10 to State Crime Laboratory Fund), same as resident fees.

License expires on the earlier date of: 5 years from issuance or when the military member's assignment in Illinois terminates; licensees must notify State Police within 30 days of permanent reassignment outside Illinois and surrender their license.
