Requires election authorities to automatically register voters who move within Illinois or to a new jurisdiction within 90 days of receiving National Change of Address information, with opportunities for voters to reject the registration change.

Changes voter registration verification requirements from "at least once every 2 years" to verification conducted after consolidated elections in odd-numbered years but before the first day allowed for primary election petition circulation in the following even-numbered year.

Requires county clerks and Board of Election Commissioners to certify completion of voter registration verifications to the State Board of Elections within 30 days.

Establishes process for county clerks to review jury summons returns indicating address changes and cancel registrations of individuals determined to not be qualified voters, with notice and hearing requirements.

Directs circuit court clerks to notify jury administrators of returned jury summons showing address changes, and requires jury administrators to report these changes to local election authorities at least quarterly.
