Expands civil liability under the Drug or Alcohol Impaired Minor Responsibility Act by removing the "non-residential" limitation on premises where adults can be held liable for permitting minors to consume alcohol or illegal drugs

Adults (18+) who willfully supply alcohol or illegal drugs to minors (under 18) and cause impairment remain liable for death, injuries, or property damage resulting from that impairment

Injured parties, including the impaired minor themselves, can sue for damages including reasonable attorney's fees against adults who sell, give, or deliver substances to minors or permit consumption on any premises they own or control

Statute of limitations for filing a damages claim remains 2 years from when the right of action arises
