Reduces the fee for licensees requesting a new concealed carry license from $75 to $5 under Section 55 of the Firearm Concealed Carry Act.

Changes the allocation of the $5 fee so that all collected fees are deposited into the State Police Firearm Services Fund (previously the $75 fee was split among three funds: $60 to State Police, $5 to Mental Health Reporting, and $10 to State Crime Laboratory).

Maintains existing fee structures for initial applicants ($150 for residents, $300 for non-residents) and their fund apportionments.
