Amends the Firearm Dealer License Certification Act to establish tiered licensing fees based on annual firearms sales volume.

Sets certification fee at $200 for dealers selling less than 150,000 firearms per year.

Sets certification fee at $500 for dealers selling 150,000 to 500,000 firearms per year.

Sets certification fee at $1,000 for dealers selling over 500,000 firearms per year.

Removes previous fee caps ($300 for non-retail locations, $1,500 for retail locations, and $40,000 maximum for multiple licenses) and requires all collected fees to be deposited in the State Police Firearm Services Fund.
