IL HB1165

Expands the Southwestern Illinois Development Authority's territorial jurisdiction to include Monroe County and Randolph County, in addition to the existing Madison, St. Clair, Bond, and Clinton counties

Increases the Authority's voting membership from 14 to 18 members, with 2 new members appointed by the Monroe County board chairman and 2 by the Randolph County board chairman

Raises the quorum requirement from 8 to 10 voting members, and increases the number of votes needed for official acts from 8 to 10

Authorizes the Authority to enter into intergovernmental agreements with Bond, Clinton, Monroe, and Randolph counties, expanding beyond the previous limitation to only Madison and St. Clair counties

Takes effect immediately upon becoming law
