Amends the Illinois Procurement Code to require that beginning January 1, 2025, businesses seeking state contracts must hold an equal pay registration certificate issued by the Department of Labor within the previous 2 calendar years

Requires chief procurement officers to obtain certification from bidders confirming they hold a valid equal pay registration certificate before awarding state contracts

Mandates that the Department of Labor publicly publish an annual list of businesses issued equal pay registration certificates, beginning December 31, 2024

Applies to private employers with 100 or more employees in Illinois who are required to file EEO-1 reports with the Equal Employment Opportunity Commission

Businesses must pay a $150 filing fee, submit wage records by gender/race/ethnicity, and certify compliance with equal pay laws including Title VII, the Equal Pay Act of 1963, and the Illinois Human Rights Act
