Prohibits a crime victim's DNA profile collected during a criminal investigation from being entered into any DNA database, with exceptions provided in the Criminal Identification Act and Counties Code

Adds a new definition of "DNA database" to the Rights of Crime Victims and Witnesses Act, defining it as a collection of DNA profiles from forensic casework or specimens used to develop investigative leads among forensic cases

Establishes that the DNA database prohibition does not apply to rules and regulations developed by the FBI relating to the National DNA Index System (NDIS) or Combined DNA Index System (CODIS)

Creates a new victim right under Section 4(a)(1.6) specifically protecting victims from having their DNA profiles entered into databases when collected as part of being identified as a crime victim by law enforcement
