IL HB1169

Creates Article 113A in the Code of Criminal Procedure allowing courts to appoint a special advocate in prosecutions involving injury, health, or safety of cats or dogs.

Special advocate must be a licensed Illinois attorney or a law student authorized under Supreme Court Rule 711, appointed by court on its own motion or motion of any party.

Advocate may monitor the case, consult with persons having relevant information, review records from animal control, veterinarians, and police, and attend hearings.

Advocate may present information and recommendations to the court regarding the interests of justice related to the animal's health or safety, limited to information gathered through duties as special advocate.
