Establishes the Assistant Director's annual salary at $156,600 or as set by the Governor (whichever is higher) for terms beginning on or after January 16, 2023, with the same annual cost of living adjustments

Expands eligibility criteria for nonprofit security grants to organizations determined to be at high risk of threats, attacks, or acts of terrorism based on their profile, ideology, mission, or beliefs

Defines eligible security improvements to include physical security upgrades, security training exercises, preparedness training exercises, and contracting with security personnel, aligned with the federal Nonprofit Security Grant Program

Requires grant application periods to remain open for at least 45 calendar days during the first application cycle each fiscal year and mandates the Agency publish all funding opportunities on its website and share announcements with legislative offices and emergency services agencies
