Amends the Illinois Underground Natural Gas Storage Safety Act to define "verified facility release" as a natural gas or contaminant release from a storage facility confirmed by chemical analysis within the facility perimeter or one-quarter mile of it

Requires owners/operators of underground natural gas storage facilities to create procedures for investigating suspected leaks, including collecting gas samples for testing using gas chromatography or isotopic analysis to determine if the gas has thermogenic origins indicative of pipeline gas

Mandates that testing be performed by independent contractors at the owner's/operator's expense; if quantities are insufficient for testing, the owner must notify the Department of Natural Resources

Requires owners/operators to offer reasonable lodging at their expense to residents when a verified release poses health or hazard issues in dwellings, and to install/maintain gas water separators in affected water supplies

Requires installation and maintenance of natural gas detection devices (with property owner consent) in affected areas, with alarms set no higher than 25% of the lower explosive level for methane, and ongoing monitoring coordinated with the Department of Natural Resources, EPA, and Department of Public Health
