Electric utilities serving more than 3,000,000 customers in Illinois must spend $10,000,000 per year in 2017, 2021, and 2025 on job training programs.

Utilities must fund a $3,000,000 solar training pipeline program designed to train installers for solar projects and create a pipeline of qualified workers.

Utilities must fund a $3,000,000 craft apprenticeship program for trades and skills in the electric industry over a period not exceeding 4 years.

Utilities must fund $4,000,000 in multi-cultural jobs programs distributed to six specified diversity-focused community organizations providing workforce training.

Utilities must fund construction of 5 employment training centers in: west side Chicago, Ford Heights, Waukegan, Bloomington, and Peoria, with costs to be determined by the utility.
